(8) Authorize the Mayor to sign Amendment No. 2 to Miscellaneous Service Contract No. CW2228764, entitled: Energy Smart Industrial – Wasterwater Energy Coaching with Snohomish County PUD.

(9) Authorize the Mayor to sign a Professional Services Agreement with HDR, Inc. to provide Engineering Services for the 2020 Comprehensive Water Plan in the amount of $760,233.
